 North Korean leader Kim Jong Il said Pyongyang didn't plan to carry out any more nuclear tests and expressed regret about the country's first-ever atomic detonation last week, a South Korean news agency reported Friday. North Korea, however, kept up its bellicose rhetoric as more than 100,000 people gathered Friday in Pyongyang's central Kim Il Sung square to "hail the success of the historic nuclear test," according to the North's official media. Kim told Chinese State Councilor Tang Jiaxuan that "we have no plans for additional nuclear tests," Yonhap news agency reported, citing an unnamed diplomatic source in Beijing. Kim also told the Chinese that "he is sorry about the nuclear test," the mass-circulation Chosun Ilbo daily reported, citing a diplomatic source in China.  A Chinese envoy has met North Korea's reclusive leader Kim Jong-il, according to Chinese officials, as tensions mount over the North's nuclear test. The envoy, former Foreign Minister Tang Jiaxuan, was believed to be carrying a message from China's President Hu Jintao calling for restraint.  North Korea has informed China that it is prepared to conduct "as many as three additional tests" following the first nuclear experiment Oct. 9, CNN television reported Wednesday. Quoting U.S. intelligence analysts and officials, CNN and Fox News said U.S. spy satellites have detected activities which could be preparations for nuclear explosion tests at three North Korean sites. CNN also said that latest U.S. intelligence show that North Korea's missile sites remain at a "very high state of readiness," and Pyongyang could use them "in the next several days." North Korea says UN sanctions imposed after its nuclear bomb test are a declaration of war, state media says. Pyongyang also warned of "merciless" blows against any country infringing on its sovereignty, the official KCNA news agency reported. There are reports of new activity at last week's test site, and South Korea and Japan say they have intelligence of a possible second test. Plans to impose a blockade of North Korea to prevent the regime acquiring nuclear weapons were thrown in disarray last night. China said it would oppose attempts to inspect suspect vessels and Royal Navy commanders said Britain was unable to make a significant military commitment to the proposed United Nations naval task force. ... China, which voted in favour of the resolution at the Security Council, immediately cast doubt over the effectiveness of the proposed naval force when government officials said they did not approve of the inspections regime and would not take part. Air samples gathered last week contain radioactive materials that confirm that North Korea conducted an underground nuclear explosion, National Intelligence Director John Negroponte's office said Monday. In a short statement posted on its website, Negroponte's office also confirmed that the size of the explosion was less than one kilotonne, a comparatively small nuclear explosion. Each kilotonne is equal to the force produced by 1,000 tonnes of TNT. "Analysis of air samples collected on October 11, 2006, detected radioactive debris which confirms that North Korea conducted an underground nuclear explosion in the vicinity of P'unggye on October 9, 2006," the statement said.
